The IRS lists expenses paid to further the mission of certain organizations to be deductible. The Georgia State Defense Force is organized in the state of Georgia as a part of the Georgia Department of Defense, under the direction of the governor and the adjutant general of Georgia. As a State Defense Force, members serve alongside the Georgia Army National Guard and the Georgia Air National Guard.

Therefore, the GSDF appears to be "A civil defense organization created under federal, state, or local law (this includes unreimbursed expenses of civil defense volunteers that are directly connected with and solely attributable to their volunteer services)" which is specifically permitted to be a "qualified organization" - see “Charitable Contributions Deductions".

In TurboTax, go to Federal->Deductions & Credits->Donations to Charity in 2017 and click on Start or Update or Revisit (whichever it is).

The next screen should ask you for the name of the charity ("Georgia State Defense Force"), and then you will be asked what you contributed.
