Did you enter income yet for you & spouse if married ? Until you do that section will not be functional.

If you enter both incomes, as stated by @Critter-3, and still have an issue with it returning you to the deductions worksheet and not letting you enter expenses, you may want to reach out to TurboTax customer support for additional assistance by clicking here
