What is the "Cnt Wh Tax" on a Tennessee license registration, and is it tax deductible?

I know Tennessee takes no taxes on a car registration, but I have a $55 charge for a "Cnt Wh Tax" on my registration. Can I deduct this on my taxes?

Tennessee does not have a car registration that is deductible on the federal return. See below: 

"Cnt Wh Tax" is some kind of withholding tax.
