I'm filing my 2019 taxes. I made contributions in 2019 for 2018 to maximize my 2018 contribution. When I made the contribution in 2019, I marked it for 2018. However, when I received my 2019 form 5498-SA, the 2018 contribution was included in the 2019 number, causing an excess contribution. TurboTax never asked me if any of the 2019 contributions were made for 2018, it only asks if it was made for 2020. How do I fix this?

Have you received your 1099-SA? That's were you find the information you need to enter into TurboTax. The 5498-SA is sent to you for informational purposes only. It may well be that the Plan Administrator made a mistake and include your 2018 contribution for 2019. Make sure you made the contribution before the April 2019 deadline date and wait until you receive your 1099-SA. It doesn't hurt by calling the Plan Administrator to confirm.
Having reread your question, I now realized that my answer was not correct. I made a fundamental error in my answer by conflating contributions reported on form 5498-SA and distributions reported on 1099-SA. Because of this I incorrectly advised you wait for your form 1099-SA that deals with distribution from an HSA which of course was what you were asking.
It doesn't really mean that your HSA custodian misapplied your 2018 contribution to 2019 as indicated in box 2 on the 5498-SA. This form does not have to be entered directly into TurboTax anyway and TurboTax never asks whether any of the 2019 contribution relates to 2018. To fix this, you will only enter contributions you made for 2019 that relates to 2019 only. You may also have to make adjustments for any employer contribution if one exist.
