Tax credit for windows

Turbotax shows that windows only need to be energy efficient to qualify for the tax credit but the IRS site says the windows must be the most efficient. Why is there a discrepancy?

Tax credit for windows

To qualify for the Energy Efficient Home Improvement Credit, the windows must be Energy Star Most Efficient certified. 

 

The credit is limited to $600 and is claimed on Form 5695, Residential Energy Credits.
