Like a bunch of people I looked for and couldn't find the State estimated tax entry in the state return, so I went to the forms and entered the payments there.
Then after doing more forum research I discovered that state estimated tax payments are entered in the Federal section. So I entered the estimated tax payments there. Since now both returns matched I thought I was done.
Then I found an error in the entry of state estimated payments, and needed to correct the numbers, which I did in the Federal estimated tax section.
THIS DID NOT CARRY OVER TO THE STATE RETURN
I updated the state return manually (in the form view for the state's estimated payment form).
While now the two match and are correct, it did not recalculate the 2025 estimated tax payments.
QUESTIONS:
As far as TT is concerned, there no errors on my return (and there were no errors when the Federal and State estimated tax payment numbers were different -- it should have caught that).

True...this shouldn't happen.
But
The best way to get them in sync again would be to entirely delete that state tax forms, and restart them again from scratch......yeah, then you'd have to run thru the entire State interview again.
Something you "could" try would be to test it the following way:
1) Do a Save-As for your main tax file...saving the whole thing as-is to a new named file like "2024_Test"
2) Then, in that test file, open it in Forms Mode again, open the State form where you manually corrected the State estimated payment.
3) then just delete that state form....I "think" it should just regenerate with the right numbers.
If that doesn't work, then you are back to deleting the entire state section using the "Delete State" up in the top-line File menu....then re-doing your state.
Will deleting the State return force me to pay for an "additional" state?
I tried your first suggestion, and it seems to have worked. I deleted the state "Tax Pymt Wks" where I originally entered the payments. It (scarily) showed the total tax liability as "Tax Due", but then after I went back to Federal and re-entered the actual payments the state tax due went back to the correct value.
Thanks.
