Standard deduction state and local taxes over $10K

Filling Married jointly, we paid $17344.38 in state taxes. T. Tax selected the standard deduction. The value for tax year 2019 for state and local taxes shows -$15460. What does this mean and why?

Standard deduction state and local taxes over $10K

For tax years 2018 and later, only the first $10,000 of state and local taxes paid can be included in your itemized deduction.   When added to your other deductible items, you itemized deductions must exceed the standard deduction $24,400 for a married couple filing jointly) in order to benefit from itemizing.
