Someone else claim my child but said they opted out of CTC payments. Can I file my child for the full credit?

No.  You can only get child tax credit for a dependent. You can’t claim the child if someone else has. Who has the right to claim the child?

No some claimed her last year. I want to know if I can file for the full CTC as the person said they opted out

If you can legally claim her on your 2021 return and no one else claimed her, then yes, you will get the full child tax credit.
