Can I claim the solar federal tax credit in my 2023 federal taxes for a system installed on a home in 2022 by previous homeowner if they did not file for the credit and I pay off the balance on their loan at time of purchase?

Only the original purchaser of the solar system can claim the credit. Since you did not purchase the system you are not eligible for the credit.
