I asked my payroll office and they said it didn't matter whether it was for medical or child care, it went in box 10.
If I place it in Box 10 it becomes taxable unless I provide the name & SS# of a care provider.
This is the first year my company offered an FSA, so I think the payroll clerk is misreading the IRS page 17 instructions.
