Schedule A Line 1 does not contain out of pocket premiums

In 2024 Schedule A Line 1 was the sum of medical expenses and ACA out of pocket premiums. In 2025, Line 1 only includes the medical expenses.

In the user interface, this shows up as
YEAR                         2024       2025
Medical expenses 15000     4000
ACA premiums                0    5000
The 15000 in 2024 was mostly premiums that were not covered by the ACA PTC.

Law change?  Turbotax changed to conform to law? Bug?  Note: I am not talking about 7.5% floor, whether I actually do federal deductions (I don't, but I need Schedule A  for State adjustments) and the rest of it. Just what goes into Line 1. I don't care if the UI shows two numbers or one. I think that premiums that are actually paid out of pocket should be deductible.  If that is not the law, then I need to amend 2024.

Update: I now think Turbotax is fine. The medical expenses total depends on income.

I had not entered all my income yet. As the income goes up, the ACA out of pocket "moves up" into the medical expenses in the UI. This is because with artificially lower income, the taxpayer responsibility becomes smaller, and vice versa.  More importantly, the total of the two gets put into the Medical Expenses Wks (worksheet). Then that number flows to Schedule A Line 1 and then into states.
