Can I deduct sales tax on a major Veterinary expense?

No. The only way you could include that is if you literally saved ALL of your 2019 receipts and totaled them all up to enter your sales tax. Otherwise you let the software calculate your sales tax based on your income and the sales tax rate in your locality. You cannot claim a vet bill as a "major purchase."
