With new SALT limit, IRS explains tax treatment of state and local tax refunds

Am I better off taking the standard deduction then Itemizing?  Itemizing gives me only $75 more then standard deduction.  Reading new IRS rules for next year's tax, it seems that my refund would not be included in income if I took the standard deduction.  Any advice?

If you take the Standard Deduction instead of Itemizing your deductions, you state tax refund will not be taxable when you file your 2020 tax return.

Since the stimulus processing will take precedence, the IRS's processing time will be slower than the original time frame ( 21 days)   Per the update, the IRS has stopped processing paper returns.
