Why does TurboTax not apply my state's standard deduction as well as the federal standard deduction? (MD's standard deduction is 1500-2500.)

Where are you looking for the state's standard deduction?  It will appear only on the state form.  Is that where you looked?

I've been trying to get someone to answer me why did file my federal taxes with a standard deduction of 12,000 but filed my state with a standard deduction of 8,000  ??? SHOULDN'T IT BE THE SAME AMOUNT FOR BOTH????

Often the standard deduction on the Federal Level is not the same as the amount given by the state.  It generally is considerably less than the Federal standard deduction.  In your case, it is $8000.  Please go to your state's website for the table that shows the standard deduction based on filing statuses.

 

For 2019, the  Federal standard deduction amounts will increase to $12,200 for individuals, $18,350 for heads of household, and $24,400 for married couples filing jointly and surviving spouses. For 2019, the additional standard deduction amount for the aged or the blind is $1,300
