My husband was not aware of him having an HSA for 2018 & 2017; we have the 5498-SA for both years. Can I file them with my 2019 return?

No. The information on those forms are year specific. But if you had no contributions or withdrawals from the HSA your returns would be unaffected and you would not have to amend them.
