My husband is unable to track down his HSA tax form from a previous employer. Is there anyway around this or a way TurboTax can detect the value?

TT has no access. The 1099 doesn't come from the emloyer it comes from the trustee.  call the employer for info to contact trustee.   look at the prior year form. the IRS should have the info in its 2019 transcript for your return.  see if you can access it.
