I drove for Uber last year, but I used my spouse's car and I own it this year. Instead of owning the car last year, my insurance was in the same car. Can I still use the mileage for the deduction?

One more question is, if I file the vehicle expense, can I file the amount we paid for the vehicle loan? The loan is in my spouse's name as well.

If you are filing Married Filing Jointly, you can treat the car as if it is in your name.

So long as you are filing a joint return, who owns the car doesn't matter and is completely irrelevant. You can claim your mileage. Period.

No. What you paid for the vehicle is *never* deductible under "any" circumstances.

You either claim the "per mile" deduction if the business use percentage is less than 100% business use. If the vehicle is 100% business use *ONLY* then you can claim per-mile or actual expenses. But what you paid for the vehicle is *NEVER* deductible under any circumstances.
