What is High Deductible Health Plan? Would blue cross/blue shield qualify?

There are a number of rules that qualify a HDHP plan, besides high deductibles. BlueCross/BlueShield probably has a number of HDHP and non-HDHP offerings. You need to call your HR department or BCBS directly and ask them. This will be faster and safer than trying to read all the rules to figure it out - BCBS will know which policies are HDHP and which are not.
