@monamaynard61 You still have not answered the questions that were asked earlier.   No one has filed a 2021 tax return.   That will not happen until next year in 2022 after tax year 2021 ends on December 31, 2021.   So perhaps you filed a 2020 tax return if you filed a tax return DURING 2021.   You do not say if you entered your children's Social Security numbers and you still have not told us if you had any income earned from working.   We cannot help you much without that information.  It sounds like your best bet is to file a 2021 tax return and receive the child tax credit on your 2021 tax return next year by claiming your children and entering their Social Security numbers.

A child who was born during 2021 in considered to have lived the whole year, as champ @xmasbaby0 said. 

 

You can amend your tax return once you have received your refund to fix the questions.

 

For instructions see How to amend (change or correct) a return you've already filed. If you do not see instructions for 2021, it means the 2021 amend section is not ready yet.

 

If you are filing a state return, you may have to amend state as well.

So the fact that we lived in the USA for only 3.5 months in 2021 does not change the situation?

In order to receive the Refundable Child Tax Credit, the taxpayer's main home must be in the U.S. for more than half of 2021. Members of the military meet this requirement, even if they are stationed abroad.

 

If your main home in the U.S. for 2021 was only 3.5 months, you are disqualified from receiving the Refundable Child Tax Credit.
