It depends.

 

The IRS has no authority over who is listed as an account owner.  They would only have your latest bank account number and routing number from your last tax return.

 

If you choose to add someone else to your bank account as an owner, that is up to your discretion.

that is a matter to be discussed with your Bank.  each bank has different rules on who can be added and under what circumstances.

 

putting them on you bank statement is not going to increase the amount of rebate money that is sent,

Adding someone to your bank account means that person has access to YOUR money.  Why can't the person open their OWN bank account?
