Can i claim the taxes I paid when I bought my car in 2019 in florida as Personal Property Taxes?

No, but you can add them to your sales tax since Florida does not have an income tax.  The Personal Property Taxes apply to an annual fee based on the value of your car- Florida does not have this tax.
