Basically, the same way you would file if you were generating revenue. The IRS, as well as the state the LLC is registered in, has no way of knowing if you generated revenue or not, until you file a tax return.

@ewi06  agreeing with @Carl , the point here is that an entity ( corp / llc  or whatever ) organized under the laws of a state in the USA, is treated as a US  entity for US tax purposes -- even if it mostly does business abroad.  Thus the filing requirements are the same as for any other US entity ( and Carl says , whether you have world income or not  ).
