Purchased vehicle

I purchased vehicle in 2016.  Can I write off the sales tax?  Also, the fees to license were $708 for the plates but also cost $25 title fee and $3077.85 for "new vehicle regitration" can I deduct these?

You can deduct the sales tax associated with a new car purchase if you itemize you deductions on a Schedule A (versus taking the Standard Deduction). However you can claim either Sales Tax OR State Income Tax as a deduction, not both. TurboTax will automatically choose the best option for you.

Car registration is deductible if the fee is based on the value of the car. Some of those fees you mention probably are, but I don't think all of the ones you mention are (like title fee, for example)
