Problem with Colorado Innovatve Motor Vehicle Credit, Gives Credit when you select No $8000, select yes $0

You provide very little detail, but there's one screen in Colorado's Innovative Motor Vehicle Credit interview that would fit what you're suggesting.

At the beginning of the interview is a screen titled Motor Vehicle Tax Credit Assigned to Financing Company?.  The text below is, Did you assign your motor vehicle tax credit to a financing company? 

If you selected Yes, you won't receive the credit.  If you've assigned the credit to a financing company, you forfeit the credit.

If you selected No, you may be eligible for the credit.

I just skipped over I, backed out and didn't answer yes or no so it would not give me a $8000 credit. I answer most questions with TT but if I answer No for this one, Colorado Innovatve Motor Vehicle Credit No I'm not appling for it. It was giving me the $8000 Credit. Hope this makes sense, I f I said yes It would not give the credit. I thought it was a Bug in the SW.
