I'm 69 years old. My income for Tax Year 2020 is from SS and my Air Force retirement and amounts to $38k. Is there a minimum income requirement to receive the $4500 tax credit for a PHEV? Can one receive a credit for a one year old used vehicle?
Last year's tax 2019 I had half the income and I did not receive the federal HEV credit (ouch). Did Federal minimum change from last year, just curious.

There is an income limit on the PHEV credit, and the minimum did not change since the prior year. Here is a link to a thread with more information.
My original question was: what is the minimum income necessary to receive the PHEV credit ? Does the level received /allowed have a bearing on income, i.e. the full amount of $7500 or $4750?
The PHEV credit goes against your tax liability. If you have no tax liability, you would not receive credit. The credit is not refundable, you don't get more back than your tax liability. Therefore, your minimum income would be whatever creates a tax liability.
For example:
Tax liability is $1,000
max PHEV would be $1,000
