Paid my portion of 2016 Texas property tax at closing on my home on 5/12/16 and paid 2017 taxes in December 2016. Can and/or should I claim both on my 2016 tax return?

Yes, you would report all property taxes that you actually paid during the tax year. This is true even for taxes that apply to the next calendar year.
