You should have gotten a 1099-G to reflect the amount.

It would be posted under

  • INCOME
  • Other Common Income
  • State and Local Tax Refunds on 1099-G

If you did not previously deduct property tax, on federal Schedule A (itemized deductions), you do not need to enter the refund, at all, even if your received a form 1099-G.

 

Theoretically, if you enter the 1099-G, TurboTax (TT) will calculate the taxable portion, if any.  But, the calculation is complicated. If you did not itemize, in the past, it's best to just not enter it.
