it depends. This question may be related to a 1099G you recorded in your return regarding a state or local tax refund. If so, you are probably at a page that says Let's See if Your 2020 XXX Refund Is Taxable. Here it is asking you if itemized or took a standard deduction in 2020 to determine if this 1099G income is taxable or not.
