To repeat:  My property taxes were due December 15, 2017 but did not pay until January.  Do I deduct on my 2017 return or put it on my 2018 return

No - You will only be able to deduct property taxes in the year actually paid. So 2017 taxes paid in 2018 will only be deductible on your 2018 tax year return
