How can I deduct local taxes paid in previous years?

I recently discovered that what I pay in estimated local taxes can be deducted on Federal returns. I have been paying estimated local taxes for ten years, each year on time. Can I deduct all of these payments on my taxes for this year? If so, where in TurboTax can this deduction be entered?

How can I deduct local taxes paid in previous years?

No you cannot. You must amend your prior year tax returns and enter the payment for each year on that year's tax return. You can not amend for any years earlier than 2013 and get a refund.
