No, this would be considered a nondeductible personal expense

Thanks for the response.  This $9k expense was focused on determining the best business for me to start, which led me to starting a business in 2018.  I've reported income and expenses for that business.  Could I allocate that expense against 2018 business income as a startup consulting cost?
