You can claim them as dependents if they are US residents (lived in the US more than 183 days) and they meet the other qualifications for dependents. But without an SSN, you can't get the child tax credit or earned income credit.
If the children are eligible for SSNs, don't file until you get the SSNs, and get an extension if you have to. If you file without the SSN and later get one, you can't amend to get these credits. I don't know the rules or procedures for applying for an SSN, ask at the Social Security Administration.
If they are not eligible for an SSN, you can claim them as dependents with ITINs. You will mail your ITIN applications along with the completed tax return to the processing office. Your return can't be e-filed. You will only qualify for reduced dependent benefits. Do NOT file with an ITIN application if they are eligible for SSNs. File the SSN application and wait as long as necessary to file the tax return.
