You would only be able to claim medical expenses if your parents are considered your dependents or your medical dependents. (Please note that in order to claim them as dependents or medical dependents, they must be U.S. citizens or nationals or residents of the United States, Canada, or Mexico.)
An individual must meet all 4 of these requirements in order to be considered your Qualifying Relative:
You can include medical expenses you paid for an individual that would have been your dependent except that:
He or she received gross income of $4,050 or more in 2016,
He or she filed a joint return for 2016, or
You, or your spouse if filing jointly, could be claimed as a dependent on someone else's 2016 return
