My witholding was $1324.56 and $423.67 state tax but my refund says only 200 is this correct ?

No one can see your screen or your tax return.   You have not mentioned your filing status.  We do not know if you can be claimed as someone else's dependent or if you can claim any dependents on your tax return.  We have no idea how much you earned since you did not tell us what is in box 1 or box 16.

You don't get all your fed/state taxes refunded ...  if everyone did how would the government run ?
