My wife's mother cared for our child. She is foreign and doesn't have a SNN. How can we claim this as a dependent care credit? We paid for flights and living expenses?

You cannot claim anything for your MIL's flights or living expenses. Unless she has a SSN or Tax ID you cannot claim the childcare credit. In order to claim that credit you have to enter a SSN or Tax ID, and then the childcare provider has to file a tax return showing that income.
You do not say how long she has lived in your home or where she traveled from. In order for you to claim her as a dependent, she would have to be a U.S. citizen, resident alien, national, or a Canadian or Mexican resident, among other things.
