My resident state is Virginia. The software tells me that personal property taxes are not deductible. If I enter amounts the program seems to accept them.

Personal property taxes that are (1) assessed annually and (2) based on the value of the personal property are itemized deductions for federal tax purposes. You cannot deduct vehicle registration fees (so-called "sticker fees"), which are commonly billed with personal property taxes by the counties and cities in Virginia.
