Yes, he can claim these travel expenses as Job Expenses on Form 2106.

So he can claim the $51 M&IE allowance and $95/day for lodging as established by the GSA.gov website? What if his lodging does not cost that much?

No, he can only claim the ACTUAL expenses for lodging.
