My husband gets paid for mileage and cell phone but its not on his paycheck so we dont know how to claim this income

Your husband is being reimbursed, not paid, for his mileage and cell phone use and that is why those payments are  not included in his W-2. Those payments are not income to your husband and should not be included on your tax return.
