My home of residence is in Minnesota but I stayed in a dorm on base in North Dakota for six months, do I still count N. Dakota as a state I lived in?

I was stationed in ND, and am now over seas, the question asks to include states I lived in due to Permanent Change of Station (PCS), but I didn't PCS there, I PCS'd out of there.

If you are in the Military and your Home of Record (HOR) is MN, you use MN on the return, regardless of where you are stationed, as your resident state.

In your case ND does not count.
