Yes. Disability is determined by a doctor.
But the question is academic. The disability of a dependent is irrelevant unless that dependent is your adult child. The rules for claiming a dependent are the same, whether the person is disabled or not. There are no additional credits or deductions, other than possibly additional medical deductions.
