My family and I are US citizens living in Canada (wife and kids also Canadian). We have Canadian RESPs for them. Do we need to disclose this on any IRS form?

As a citizen of the US you are still obligated to prepare US income tax returns. The US and Canada do have a income tax treaty to prevent double taxation but, that does not preclude you from filing a US income tax return.
