My ex received the child stimulus from July-December 2021. This year I claim him aren't I only entitled to 1/2 of the $3600 because he already received $1800?

You are entitled to the entire amount since you got nothing in advanced payments in 2021.

Your ex files his own return.  What payments he received have nothing to do with you.  They were issued to him as an advance on the credits that he was to receive on this year's tax return.  If he didn't receive those credits and his income was higher than the limit then he will have to pay those credits back.

You received no advance payments on your credit for 2021.  Therefore your dependent under the age of 6 is worth $3600 this year.  So you receive all of that.
