My child was 16 years of age all of 2016 til her birthday and it is dec 26th, she was 16 360 days of the year why are they saying she was 17

Because she turned 17 before 12/31/2016. The instant that the child turns 17, even if it is the last day of the year, the child does not qualify for the child tax credit. That the the tax law.

The child's age is the age on Dec. 31.
