My building sent the property taxes info this year with two different amounts, one for Cash and one for Accrual basis. I do not own a small business. Which should i use?

You would use the Cash Basis amount.  The cash basis amounts would include only the amounts that were paid in 2017.

Individuals are cash basis taxpayers - this means individuals deduct expenses in the year they are paid.
