My bank debited my HSA account to purchase the checks for the account and it shows on my 1099-SA as a distribution. Is the amount that was used for the checks taxable?

A distribution for fees (like management fees) charged to the account is not considered a distribution and needs no 1099-SA. I would lump the printing of checks for the HSA into the same category.

 

If they sent you a 1099-SA anyway, then enter it and mark that it was for qualified medical expenses.
