My 2017 property taxes are due by April 2018. If I pay them tomorrow, can I deduct them in this year's taxes that I am filing by April?

No - you are only allowed to deduct property taxes in the year they are actually paid. So even though these payments relate to your 2017 property taxes, if the payment is made in 2018, then you will only be able to claim on your 2018 income tax return.
