According to Special Oregon medical subtraction in the Schedule OR-ASC and OR-ASC-NP Instructions, Oregon Adjustments (2024):
You may qualify for the special Oregon medical subtraction if:

• Your federal AGI isn’t more than $200,000 ($100,000 if your filing status is single or married filing separately); and
• You or your spouse have qualifying medical or dental expenses.
Medical or dental expenses qualify if they can be included in itemized deductions. Refer to IRS Publication 502 to see which expenses qualify. You can’t subtract expenses:
• For anyone under age 66;
• For dependents, regardless of their age; or
• That are deducted elsewhere on your return.
Regarding the "Special Oregon Medical Subtraction", TT Premier is populating my Medicare Part B premium expense into my Oregon tax return as a deduction, even though I'm taking the standard deduction for both Federal and State returns.
