It is saying I do not qualify for the Child and Dependent Care credit because I have not entered any care expenses. But I have, I filled out how much I paid in daycare?

Have you entered any income from work on the federal tax return?  If not, you will not be eligible for the Child and Dependent Care credit until you enter your earned income for tax year 2023.

And if you are married you both need to show earned income to get the Child Care Credit.

Until you enter income from working, you will not see the childcare credit on your forms.   You have to show income from working.  If one of you was self-employed but had a loss, you will not be eligible for the childcare credit.
