How do i claim a small tractor used to clear residetial building lots?

It depends on the cost of the tractor.  If the individual cost per item is $200 or less you would enter it by going to "Business Income and Expenses" under the Business Tab.  Scroll down to "Business Expense" and select "Other Common Business Expenses" and Click "Start" (or Review) next to "Other Common Business Expenses".  You can enter your expenses under "Supplies" or Other Miscellaneous Expenses".

If the tractor had a cost greater than $200, go to "Business Income and Expenses", and select "Business Assets".  You will be asked "Did you buy any items for any business, rental property and/or farm that cost $2,500 or less in 2018?.  Answer accordingly.  If the answer is no, and you have items greater than $2,500 the interview will guide you through capitalizing your assets.  If you answer Yes, the interview will walk you through the process of taking the De Minimus Safe Harbor election.
