Is there double taxed?

I live in NYC. I am selling a home in Washington state with capital gains.

Do i have to pay taxes in NY state and Washington state for the capital gains on the house?

Yes, but NY, your resident state, will give you credit if you had income sourced to and taxed by another state, a local government within another state, or the District of Columbia. See NY resident credit
